Purpose
The purpose of this University policy is to comply with the requirements of 2005 Substitute for Senate Bill No. 77 (L. 2005, Ch.159) requiring the development of a policy preempting racial profiling.

Preamble
One of the provisions of L. 2005, Chapter 159 requires that all law enforcement agencies of the State of Kansas adopt a written policy to preempt racial profiling. The following policy statement is based on a model policy developed by the Office of the Kansas Attorney General.

Policy

It is the policy of the 成人头条 Police Department to treat all persons having contact with the Department in a fair, equitable and objective manner, in accordance with the law, and without consideration of their race, ethnicity, national origin, gender, religion, sexual orientation or other individual characteristics.

All employees of the 成人头条 Police Department shall be required to attend annual education training that will provide an understanding of the cultural and sociological influences that perpetuate racial profiling; assistance in identifying racial profiling practices; and providing employees with self-evaluation strategies to preempt racial profiling prior to stopping a citizen.

Employees who violate this policy shall be subject to discipline, up to and including termination of employment, consistent with all requirements of applicable policies, procedures and regulations regarding employee discipline.

Citizen complaints may be made by delivering a written statement, signed by the complaining party or parties, to the Chief of University Police.

Implementation
This policy shall be included in the WSU Policies and Procedures Manual and shared with appropriate constituencies of the University.
The Chief of University Police shall have primary responsibility for publication, dissemination and implementation of this University Policy.
